Supportive Housing Fund – Request for Proposals (RFP) and Submission Process

We are accepting submissions to pre-qualify Supportive Housing operators. The submission deadline is November 8, 2024. 

The Province is taking action to support people who are experiencing or at risk of experiencing homelessness.

In 2018, the Province launched the Building BC: Supportive Housing Fund to fund operations of Support Housing across B.C.  Through Budget 2018 and 2023, the Province committed $2.3 billion in capital investments to deliver 5,700 supportive housing units with 24/7 onsite support services.

Request for Pre-Qualification

A Request for Pre-Qualification (RFPQ) is now open for non-profits interested in operating Supportive Housing.

The deadline to submit applications for pre-qualification is November 8, 2024, at 2:00 pm PT.

Following the evaluation of RFPQ submissions, respondents who meet the evaluation criteria will be placed on Source Lists of Pre-qualified Operators, specified by Health Authority region.

When a regional Supportive Housing site is identified, BC Housing will invite pre-qualified operators on the corresponding Source List to respond to a Request for Proposal (RFP).

Who should submit for pre-qualification?

All non-profit housing providers interested in operating supportive housing are encouraged to respond to the RFPQ process.

Note: Pre-qualification criteria requires experience accommodating the needs of individuals at risk of or experiencing homelessness.

Supportive Housing Operator Responsibilities

Providers selected to operate these projects will provide support services including, but not limited to:

  • minimum of two 24/7 staffing
  • a meal program
  • supporting residents to maintain their residencies, such as: directly assisting with room de-cluttering, resident rent contribution and/or repayment plans
  • individual or group support services such as: life skills, community information, social and recreational programs
  • connecting residents to community supports and services such as: education, employment, health, life skills, long-term housing
  • case planning and resident needs assessment, including the Vulnerability Assessment Tool (VAT)
  • assistance in accessing income assistance, pension benefits, disability benefits, obtaining a BC identification card, or establishing a bank account as appropriate

  1. Register at BC Bid for a BCeID
  2. BC Housing and BC Bid will post live Request for Pre-qualification (RFPQ)
  3. Consider the need for housing in the community when responding
  4. Submit application through BC Bid (preferred method) or by email to: [email protected]

Questions about the RFPQ will be collected before August 23, 2024, at 2:00 pm PT through [email protected] and answered before September 13, 2024.

Delivery of RFPQ submissions

Submissions must be submitted using one of the following delivery methods:

  1. BC Bid Electronic Submission: Submit a submission using BC Bid. Only pre-authorized electronic bidders registered on the BC Bid system can make an electronic submission using the system, or
