Regional Housing First Program (RHFP)

Through partnership opportunities, this program will significantly increase the supply of affordable housing in the capital region.

Overview

The Regional Housing First Program (RHFP) will increase the creation of affordable rental housing, including addressing the needs of people experiencing homelessness in Greater Victoria. The program is the result of a partnering agreement between the Capital Regional District (CRD), BC Housing and Canada Mortgage and Housing Corporation (CMHC).

Through RHFP, BC Housing, the CRD and CMHC will invest to develop and acquire new affordable housing units to be owned by the CRD or Provincial Rental Housing Corporation (PRHC). Those units will be operated by successful project proponents or non-profit partners. CRD and BC Housing will also seek partnership opportunities to further increase the supply of affordable rental housing within the capital region.

Request For Proposals

The Request for Proposals (RFP# 1070-1819/80) for the Regional Housing First Program (RHFP) is closed.

A recent Community Plan provides guidance with respect to program targets and has identified the following population groups as priority for funding in this stream:

  • Indigenous people experiencing homelessness
  • Youth aged 16-25 experiencing homelessness
  • Women fleeing violence

Projects focused on other population groups will be considered.

Who should submit a Request For Proposal?

This call is open to all non-profit housing providers, community groups, and private sector firms. Non-profit housing societies may partner with other organizations to strengthen their proposed project.

We will give priority to projects that include a portion of units that rent at provincial Income Assistance Rates and are still viable without additional financial assistance from the CRD or BC Housing. Respondents to this RFP and their employees are expected to have the necessary experience, resources and capacity to undertake such a project.
