We are accepting submissions to pre-qualify WTHSP operators. Submission deadline is July 26, 2024.
Overview
The Province is taking action to support women, gender-diverse people and children who are at risk of violence, or who have experienced violence in our province.
The Women’s Transition Housing Fund (WTHF) program funds operations of Women’s Transition Housing and Supports Program (WTHSP) housing across BC. In Spring 2018, the Province committed $734 million in WTHF funding to pay for the development and operations of 1,500 new units of WTHSP housing sites over 10 years. In April 2023, as part of its new Homes for People plan, the Province committed to funding an additional 1,500 new units.
Request for Pre-Qualification
A Request for Pre-Qualification (RFPQ) is now open for non-profits interested in operating second-stage and long-term WTHSP housing.
The deadline to submit for pre-qualification is July 26, 2024, at 2:00 pm PT.
Prequalified proponents will be invited to respond to an Invitational Request for Proposals (IRFP) once the WTHSP housing site is identified. A proposal to operate an identified WTHSP housing site will be required.
Who should submit for pre-qualification?
- All non-providers interested in this new round of funding are encouraged to submit an application for pre-qualification.
WTHSP Operator Responsibilities
Operators of WTHSP housing will be wholly responsible for:
- Resident selection
- Collection of rents
- Equitable and non-discriminatory resident management
- Building maintenance and upkeep
- Financial management and governance
- Capital planning
- Annual operating budgets
- Business continuity plan
- Data collection and management

- Register at BC Bid for a BCeID
- BC Housing and BC Bid will post live Request for Pre-qualification (RFPQ)
- Consider the need for housing in the community when responding
- Submit application through BC Bid (preferred method) or by email to: [email protected]
Questions about the RFPQ will be collected before June 13, 2024, at 2:00 pm PT through [email protected] and answered before June 27, 2024.

Delivery of RFPQ submissions
Submissions must be submitted using one of the following delivery methods:
- BC Bid Electronic Submission: Submit a submission using BC Bid. Only pre-authorized electronic bidders registered on the BC Bid system can make an electronic submission using the system.
