Strengthening the Social Housing Sector

Over the past decade, the social housing delivery environment in British Columbia has undergone a significant shift, becoming more complex and dynamic than at any time in the past. This finding emerged from a study funded by BC Housing and conducted by Marleen Morris & Associates.

Following a reporting out on the findings of that study in 2010, four task groups were formed to respond to the key challenges facing the sector that were identified in the report. A variety of stakeholder groups in the sector were represented on the task groups – development consultants, non-profit housing societies, and government. Their deliberations resulted in the recommendations highlighted below.

Communications & Information Exchange
Task Group
The Task Group on Communications and Information Exchange was to develop specific recommendations that would create opportunities to access and exchange information throughout the social housing sector.

Sector Capacity
Task Group

The Task Group on Sector Capacity was to develop specific recommendations on how the development consultant sector in British Columbia can be strengthened to increase capacity now and for the future.

Costing & Targeting
Task Group
The Task Group on Costing and Targeting was to develop a costing framework for the development of social housing projects, ensuring that the framework could be applied to regions and municipalities across the province.

The development of a social housing targeting framework for the purpose of anticipating the need and demand for social housing at the community level across the province.

Reporting & Monitoring
Task Group
Develop a project monitoring framework that allows BC Housing to focus on program rather than project management, standard reporting forms and formats that enable appropriate risk management and explore the feasability of electronic file sharing.
