Development Tools & Templates

This section includes tools and templates to assist groups develop a project with BC Housing. The following documents were created by task groups as part of Strengthening the Social Housing Sector and provide project management tools required to provide consistent and relevant information when developing new housing opportunities.

Social Housing Cost Target Framework The framework generates a target cost for a project based on the project data and allows social housing proponents to assess their projected project cost against this target. The Cost Target Framework is used during the early design phases of project development.

Operating Cost Target Framework The framework is a tool to understanding and anticipating future operating costs for either fully independent housing or housing with support services. The framework has the flexibility to accommodate different staffing models based on the needs of specific client groups.


The Housing Need and Demand Study Document
Ensures the need identification process is consistent, and the resulting project evaluations and decisions are fair to all need groups and across all regions of the Province. This document was developed to assist project sponsors in developing need and demand studies.


Monthly Reporting
The objective of monthly reporting is to increase clarity and consistency around project monitoring. The process of monthly reporting will enhance the efficiency of the process through the use of standardized templates. Consistent project reporting will be beneficial to non-profit societies and their project teams.

There are two templates, one for preconstruction and the other to be used during the construction phase. The reporting templates provide timely information on the project and identify the key areas of change during a specific month.


Capital Budget Form
This form is used to create a draft capital budget for submission to BC Housing for review. This template helps to ensure that all budget items are identified at the beginning of a project. This is seen as a key element in planning and efficient functioning of a successful project.

Claim Forms
Used for all BC Housing funded projects and enable consistent reporting of monthly project claim information. This will aide in the reconciliation and timely processing of claims.
   

Lending Criteria Guide BC Housing provides interim and/or arranges long-term financing for non-profit societies to create self-sustaining, affordable housing developments under the Community Partnership Initiatives program. Post Completion Quantitative Review Checklist Post completion reviews provide a summary of lessons learned on a project, including what was successful and was not successful. This provides insight for future projects and program decisions, as well as how best to initiate corrective action on upcoming projects that are facing similar challenges.
